Historical attendance confirmations

We've recently found some examples where it appears a Withdrawal Change of Circumstance (CoC) was submitted with an incorrect effective date. Payments have therefore been scheduled for the period after the withdrawal effective date. 

In these examples a 'Not in Attendance' confirmation has been submitted. Our system would have alerted the user with a warning message saying that withdrawn applications cannot be set to 'Not In Attendance'. 

We've identified a list of affected providers and will be in touch with each of them. If you get a message from us about this, please respond as soon as possible. 

In the meantime, please visit your CoC worklist to check for this particular scenario. These accounts will show with the attendance confirmation status 'Not in Attendance'. You can contact our Partners Support Desk for help with withdrawal effective date corrections.  

Adherence to the Service Standards

Please check that your learners’ information is correct before submitting your initial attendance confirmations. For more information please see the 'Details you need to check’ quick guide on our website.

You should submit any available attendance confirmations by Thursday 12 September to ensure we can make payments to learners on 18 September.

We will monitor your returns to ensure compliance with the Service Standards. Please submit all confirmations of non-attendance and Change of Circumstance notifications in plenty of time. This ensures that learners enter repayment at the correct time and that their funding is in line with their true entitlement.

Reversal of withdrawals

You should only request the reversal of a withdrawal in the case of a genuine error. You should not use this Change of Circumstance (CoC) notification to reinstate applications, as this affects the learner's eligibility. Please tell learners to make a new application instead.

Learning Provider events – November 2019

Our Learning Provider events will focus on collaborative working practices between learning providers, SLC and the EFSA. They will be an opportunity to share knowledge about the operational policy, systems and resources that support Advanced Learner Loans. We will send out an email reminder when registration is open.

Reminder – updating Contract Manager details

Please check that your Contract Manager details are correct on the Learning Provider Portal. You can find these on the Learning Provider Details page. This page shows the information the ESFA holds for your organisation.
