Advanced Learner Loan bulletin – July 2022

ESFA performance management review points

The Education and Skills Funding Agency (ESFA) has recently updated the Advanced Learner Loans funding rules. The update covers details of the performance review points for academic year 2022/23, including how the first performance management point is moving from October to September.

You must be using at least 75% of your loan facility by the review point to be considered for growth. Exceptional case forms will be available from territorial team leads for providers who do not meet the criteria.

Level 3 entitlement

For learners undertaking level 3 qualifications, you must check their eligibility for full funding before they make their loan application.

For learners who do mistakenly make a loan application where full funding is available, you should submit a Fee Charged Change of Circumstance notification on the Learning Provider Portal. This will reduce the learner's fee liability to zero and leave their application in approved status. Please do not withdraw the application.

Bulk upload issue

We’re aware that some providers have been experiencing issues with bulk uploads on the Learning Provider Portal. This has been fixed and all providers should now be able to import data files.

Outstanding portal administration

Please prioritise any outstanding attendance confirmations and clear your Change of Circumstance (CoC) worklists by the July drawdown date on Thursday 14 July. This will let us release payments or recover overpayments.

If the details are not correct, you should submit the necessary CoC. It is important for learner accounts to be as up to date as possible.
