Updated LLE policy information

On 4 July, Skills Minister Jacqui Smith delivered a keynote speech at the University of Oxford. This speech covered higher education reform, access and participation, and working with the FE sector. Updated LLE policy details are now available on the LLE overview page on GOV.UK.

Along with new DfE guidance on tuition fee limits and maintenance loans, this information will:

  • support HE and FE providers in their preparations for introduction of the LLE
  • shape LLE focused learner facing engagement and recruitment activities

The new LLE guidance on GOV.UK will help to drive full and clear understanding of the main principles of the programme, including:

Modules

  • clarification on the expansion of modular study routes on offer for launch of the LLE
  • the approval process for providers interested in offering modular study options from January 2027

Maintenance support

  • how the LLE will reform the maintenance system and how it will work under the programme to support flexible and shorter learning options
  • Priority additional entitlement
  • support for the introduction of additional funding for priority subjects, which DfE has worked with Skills England to develop

Regulation

  • how provider regulation will work under the LLE
  • confirmation that DfE is no longer asking the Office for Students (OfS) to develop a third category of provider registration

The LLE section of the HEP Services website will host the most up-to-date policy, process and delivery guidance from us and DfE. We'll update this with new information as soon as it becomes available.

LLE information and resources for learners

Learners can find introductory information on the LLE including funding entitlement, eligible courses, and example study routes on the SFE campaign page.

Practitioner engagement

We'll soon deliver a programme of practitioner facing LLE events. We've designed these to further support you with LLE planning, implementation and delivery.

These engagement opportunities will include:

  • an information, advice and guidance (IAG) focused webinar broadcast
  • regional seminars featuring a range of workshops covering main elements of LLE administration, funding entitlement and the customer application journey

We'll issue further details of these events, including dates and registration options soon.
