Department for Education (DfE)

DfE have overall responsibility for the Loans policy and ensuring that an effective and efficient Loans system is delivered on time. They also have responsibility for securing the overall funding available for the programme, promotional activity, and raising awareness.

Education & Skills Funding Agency (ESFA)

The Education & Skills Funding Agency (ESFA) are responsible for determining the Colleges and Training Organisations that are eligible to administer Advanced Learner Loans, as well as the learning aims that are eligible and the maximum amount of loan available for those aims.

The EFSA also have an overview of the performance of colleges and training organisations in respect of loan-funded provision, which will include a programme of assurance and budgetary controls. They have a key role in ensuring that the agreed communications and messages for potential learners are controlled and consistent, and are communicated effectively through both their work with the National Careers Service and with colleges and training organisations. The EFSA also play a lead role in informing the sector and will work with the Department for Education (DfE) to develop plans and communications.
